Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) | The methodology for this indicator measures representation in parliamentary decision-making with respect to the sex and age of members of parliament. It identifies the extent to which the proportion of women members of parliament, and the proportion of young members of parliament, corresponds to the proportion of these groups in society as a whole. |
Target value of the indicator and its evaluation | |
Definition | The legislative sub-component (a) of indicator 16.7.1 aims to measure how representative of the general population are the individuals occupying key decision-making positions in national legislatures. |
Measuring unit | Number, % |
Indicator disaggregation | By sex By age |
Reference period (resp. the period to which the indicator relates) | Year |
Related geographical area | CZ (NUTS 0) |
Comment | Due to the unavailability of data on proportions of positions in the public service (b) and the judiciary (c) by sex, age, persons with disabilities and population groups, the indicator includes only the legislative sub-component (a), i. e. the share of legislators by age and sex (proportions by disabilities or population groups are also not included). In all cases, only data for all members of the chamber are available (the chairman is not allocated, some special committees are not allocated); the CZSO does not have this information. Proportion of members of Chamber of Deputies aged 21–45 years: The age of elected members of Chamber of Deputies is updated every year; i.e. increased by one year. The data are only for members of Chamber of Deputies elected in the elections; the process of boarding substitutes is not monitored. Proportion of senators aged 40–45 years: The age of elected senators is updated each year; i.e. increased by one year. Share of female members of Chamber of Deputies in the total number of members of Chamber of Deputies: Data are only for members of Chamber of Deputies elected in elections; the process of boarding substitutes is not monitored. The comparative shares in society as a whole are based on the population structure by sex and age on 1 July of the reference year. The resulting ratio can then be interpreted as follows: • 0 means no representation at all of ‘youth’ (45 years and below) in parliament • 1 means perfectly proportional representation of ‘youth’ (45 years and below) in parliament • <1 means under-representation of ‘youth’ (45 years and below) in parliament • >1 means over-representation of ‘youth’ (45 years and below) in parliament • 0 means no representation of women in parliament • <1 means the proportion of women in parliament is lower than that in the national population • 1 means the proportion of women in parliament equals that in the national population • >1 means the proportion of women in parliament is higher than that in the national population |
