Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) |
The indicator provides information on labour market performance, in particular on underutilization of labour. It reflects the inability of an economy to generate employment for people who want to work, are actively seeking work and are ready to start work. It is thus perceived as an indicator of the efficiency and effectiveness of an economy to absorb its labour force. Short-term time series of the unemployment rate can be used to signal changes in the economic cycle. |
