| Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) | Democratic governance, long-term effectiveness of governance: RIA is an established set of analytical methods for the systematic assessment of the expected impacts of proposed policies, concerns proposed regulations at national level, the whole RIA process is an important source of information for public policy making, includes a cross-section of relevant topics. The RIA contains a participatory and deliberative element (public consultation). |
| Target value of the indicator and its evaluation | |
| Definition | Percentage of proposals discussed by the RIA Commission recommended with a positive opinion. Percentage of RIA proposals out of the total number of proposals submitted to the government for assessment. Elaboration of the impact assessment of the submitted regulation (RIA) with the definition according to the Legislative Rules of the Government and the General Principles for the assessment of the impacts of regulation. Part of each evaluation of the proposed regulation is a clear definition of the problem to be solved, risk assessment, proposal of solution variants, evaluation costs and benefits, implementation of the recommended option, review and consultation. The evaluation focuses on the aggregated impacts of the proposed regulation (state and other public budgets, international competitiveness, business environment, territories, social, family, consumers, environment, statistical service, no-discrimination in relation to equality between women and men, assessment of corruption risks, security/defense of the state). Qualitative aspect: partial aspects of the evaluation reports of the submitters of regulation and expert opinions of the working committee of the Legislative Council of the Government for the evaluation of the impacts of regulation. |

| Comment | Percentage of pending proposals recommended by the RIA Commission with a favourable opinion – the share expresses the number of favourable opinions i.e. opinions with the conclusion "Working Committee of the Legislative Council of the Government for Regulatory Impact Assessment recommends to the Legislative Council of the Government that the proposal as submitted be recommended to the Government for approval" (marked "A") and opinions with the conclusion "The Working Committee of the Legislative Council of the Government for Regulatory Impact Assessment recommends to the Legislative Council of the Government that the proposal be recommended to the Government for approval, taking into account the above recommendations" (marked "B") on the total number of opinions issued by the RIA Commission in the relevant year. Following the retrospective review of opinions in 2017, there is a comparable time series from 2014. Proportion of draft decrees with RIA implementation from the total number of draft decrees – draft decrees are not submitted to the government by default, but are discussed only in the working committees of the Legislative Council of the Government. |
