Democratic chracter of governance, long-term effectiveness of governance: testing the effects of proposed solutions on smaller samples before a final decision as one of the prerequisites for the effectiveness of public policy and for a sucssesful implementation. Randomised controlled trials (RCTs) are the most complex and the most rigorous form. Indicator data are collected for central administrative authorities, but it is possible that the RCT is sometimes used by another administrative authority. The situation may be slightly better within public administrations as a whole than the indicator suggests (but the central administration authorities are the most important authorities in terms of policy making). |

The number of central government bodies using the Randomized Control Trial (RCT) to test the effect of a proposed solution at any stage of policy cycle.
The essential features of the RCT are randomisation (random selection) and the existence of an experimental and control group with the same starting conditions. The proposed solution is then tested only on the experimental group, where its effects are examined. |
