Democratic character of governance, long-term effectiveness of governance: Public participation as a prerequisite for the effectiveness of public policy (human-centred approaches) and a way to strengthen the legitimacy of chosen solutions. The most appropriate forms of participation in this respect are deliberative forms, i.e. those that allow a discussion and that steer this discussion and mutual persuasion by certain rules. The indicator depicts participation as a whole and shows a general trend in the approach to participation rather than specific progress in deliberation. According to the accompanying information (provided by the data source), only part of the participative activities are actually deliberative forms. In relation to the target, the situation should be assessed as being partly worse than it appears from the data.

The proportion of central state administration bodies that use public participation tools, i.e. tools through which the public can participate in decision-making, policy and strategy creation, such as public hearings, round tables, micro-deliberations, etc. These tools are a supplement to standard procedures and tools of liberal democracy.
The indicator tracks the share of central state administration bodies that used public instruments of participation tools during the period of validity of the Concept of Client-Oriented Public Administration 2030. This indicator is part of it (indicator 5.2.2). |
