Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) | b) Data for the indicator was provided in accordance with Commission Delegated Decision (EU) 2019/1597 supplementing Directive 2008/98/EC of the European Parliament and of the Council as regards a common methodology and minimum quality requirements for the uniform measurement of levels of food waste. Waste directive 2008/98/EC requires member states to include in their waste prevention programs also measures to prevent food waste and to monitor and evaluate the implementation of these measures by measuring food waste levels based on a common methodology. Food waste must be prevented and reduced throughout the food chain. As the types of food waste and the factors contributing to its generation vary widely within the different stages of the food chain, food waste should be measured separately for each stage. |
Target value of the indicator and its evaluation | By 2030, halve per capita global food waste at the retail and consumer levels and reduce food losses along production and supply chains, including post-harvest losses. |
Definition | b) The indicator aims to measure the total amount of food that is wasted in tonnes. It complements SDG 12.3.1(a) on Food Loss (which is under the custodianship of FAO). Both indicators look to divide the food value chain and measure the efficiency of the food system. It includes amount of food waste in tonnes generated at all stages of food suppply chain (primary production; processing and manufacturing; retail and other distribution of food; restaurants and food services; households) as set forth in Commission delegated decision (EU) 2019/1597 of 3 May 2019 supplementing Directive 2008/98/EC of the European Parliament and of the Council as regards a common methodology and minimum quality requirements for the uniform measurement of levels of food waste. Data on food waste are from administrative reporting (direct measurement) on the generation of waste for the relevant year as reported by waste producers covering waste codes defined for every stage of food supply chain in Annex II of the Delegated decision (EU) 2019/1597. The resulting data on the amount of food waste are an estimate of the Ministry of the Environment determined in accordance with Commission Delegated Decision (EU) 2019/1597. |
