Relevance/rationale of the indicator (resp. why the indicator was chosen to measure the target and how it is suitable for these purposes) |
Reading and mathematical literacy are among the key competencies of adults, which are important for personal development and employment in society. The adult population with a low level of basic skills is exposed to a higher risk of unemployment, a higher incidence of poverty and social exclusion, and higher health risks. The indicator can detect a problem in this area and thus help set an education policy if needed. |
Target value of the indicator and its evaluation |
By 2030, ensure that all youth and a substantial proportion of adults, both men and women, achieve literacy and numeracy. |

Comment |
Data are available for a different age range than required by the UN methodology (15-24 years and 15+).
Data are always available for each literacy separately, it is not possible to create one indicator.
The PIAAC survey is held every ten years, so further results should not be available until 2024. |
